The Populist Turn in Middle Power Diplomacy

Since the mid-2010s, populism has reemerged as a major focus of research in international relations and political science. Yet relatively little scholarship has examined how populist movements, and the connections they maintain across borders, are tangibly reshaping foreign policy and international politics.

Are populist leaders advancing new ideological framings of foreign policy? Are they forging transnational linkages with like-minded movements abroad? And are these connections producing greater alignment around shared policy agendas?

This Carnegie series explores the populist turn in middle power diplomacy. Focusing on states with regional influence and global reach, it brings together leading scholars to examine how the rise of right-wing populism is reshaping foreign policy decisionmaking, cross-border political networks, and relations among states.
